In both public and private pools (e.g., hotels, resorts, swim clubs, and sites of events open to the public), the implementation of ADA-compliant pool lifts are not only essential but required. 

Pools with more than 300 linear feet of pool wall are required to have at least two accessible entry methods, and one must be a pool lift or a sloped entry. Secondary means may be another lift, a sloped entry, a transfer wall, or a transfer system.

Pools with less than 300 linear feet of pool wall must provide at least one means of entry, and it must be a pool lift or a sloped entry.

Pools that have entry limited to one area, such as wave pools and lazy rivers, are only required to have a single form of access – a pool lift, transfer system, or a sloped entry – regardless of the size.

Wading pools must have at least a sloped entry into the deepest part, whilst spas require a transfer wall or a lift

What signifies a property as a public accommodation?

Pools under ADA Regulations fall under either:

  • Public Facilities
  • Private Facilities 

 

Including, but not limited to, pools operated by public park and recreation districts, hotels and motels, fitness and recreational sports clubs, country clubs, high schools and universities, waterparks, hospitals, and health care facilities.

Regulations may also apply to private residential facilities, such as homeowners, apartments, and condo associations, if these facilities are open to the general public.

  • Pool lifts must be located where the water level is not deeper than 48’’ inches, if multiple lifts are on site, only one is required to be where the water is less than 48’’ inches. There are exceptions available for pools deeper than 48’’ inches. 

  • Lift seats must be a minimum of 16’’ inches wide. 
  • In the raised (load) position, the centerline of the seat must be located over the deck, a minimum of 16’’ inches from the edge of the pool. 

Each body of water requires its own method of entry.

  • Lifts must be maintained, designed, and placed so that people may call the lift when it is in either the deck or water position without assistance, and allow access to the pool during all open pool hours. You must be able to use the lift with one hand, and the operating controls must not require tight grasping, pinching, or twisting of the wrist. 

  • Controls may not require more than five pounds of pressure to operate.

  • Lifts must be designed so that the seat will submerge to a minimum of 18’’ inches below the stationary water level. 

  • Lifts must have the capability to support a minimum weight of 300 pounds and be capable of sustaining a static load that is at least 1.5 times the rated load. 

  • Clear deck space must be provided and must be a minimum of 36’’ inches wide and extend forward a minimum of 48’’ inches from a line located 12’’ inches behind the rear edge of the seat. This space must be located on the side of the seat opposite the water.

  • The slope of the clear deck space must not be greater than 1:48 (2%).
